Home/UTS
Publish municipal Article 18 zoning projects. Citizens look them up by block and parcel and follow the process themselves.
UTS is the zoning plan tracking program municipalities use for Article 18 projects under the Zoning Law. Officials in the municipality’s zoning department enter and publish plans and projects. Every published record is announced to citizens.
Citizens search by block, parcel or national ID number. They see the record, the stage and the documents. Pending, finalized and cancelled projects are separate lists.
How it works
The zoning department enters the project boundary, the plan and the distribution schedule into the system.
After the municipal council approves it, the project is published and announced to citizens.
A citizen enters the block and parcel number and sees the plans and records that concern the parcel.
The display period, objections and finalization stages can be followed on the parcel page.
Features
Pending, finalized and cancelled projects open as separate lists for citizens.
Search uses block and parcel numbers or the national ID number. Records that affect the parcel are listed.
Parcel list, parcellation, council decision, rearrangement boundary and archive files download from the record.
Parcels and districts appear on the map, with latitude, longitude and GeoJSON.
Neighborhood, block, parcel and share are kept. A district project creates the parcel records and copies the documents.
Preparation, council, display, objection, finalization and registration stages are visible on the record.
Legislation
Article 18 of Zoning Law No. 3194 gives municipalities the authority to reorganize land and plots into blocks and parcels that comply with the zoning plan. Parcels are merged, subdivided again and redistributed. The separate consent of parcel owners is not required. The result is registered in the land registry ex officio.
During the readjustment, a land readjustment share (DOP) is taken from parcels for shared areas such as roads, parks and squares. This share can be at most 45 percent of the area before the readjustment.
The prepared project is approved by the municipal council and announced for 30 days. During this period, parcel owners can get information and object. Once the project is final, the cadastre directorate checks it and the land registry directorate registers it.
